Persons with a residence permit are neither obliged to register nor to pay, regardless of whether they live in a reception center, shared accommodation or an apartment.
If your asylum application is approved, you are entitled to social benefits and can also be exempted from the obligation to pay. If you are asked to register or have already registered, apply for an exemption as soon as possible.
